Generate wind speed time-series

Internally calls convert_windspd under _convert::convert_windspd().

Parameters:

• turbine – str or dict Name of a turbine

• hub_height – float | int Extrapolation height

• **params – Can also specify all of the general conversion arguments

• function. (documented in the convert_cutout)

• var_height='lml' (e.g.)
